Where do you go when the shelters are all full?

What happens when it is time to leave emergency shelter but you don’t have the income to move into an apartment and all the transitional housing programs are full? I talked with a woman struggling with that problem today. She and her daughter need a place to go. Despite weeks of calls, nothing has materialized. One program has 400 applicants and 100 slots. Another isn’t even accepting applications until months from now. Mom simply wants a safe place for herself and her daughter while they get back on their feet. A reasonable desire by any measure. Ideally, this place would be in the same county as the emergency shelter they are currently staying in. If not, they will have to start services all over again in whatever county they land in. New school, new counselor, new caseworker. An unnecessary hassle. How can you rebuild when every few months it seems like you’re starting over?
